Below is a listing of the resumes of our team members.Lois ScottPresidentLois Scott is President of Scott Balice Strategies, responsible for managing client engagements, assuring the integrity of all analytics and delivering value to leading governments, corporations and nonprofit organizations. Lois has 25 years of experience at the highest levels of finance, corporate leadership, management, strategic planning and government policymaking. Over her career, Lois has worked with virtually all of the major Chicago and Illinois government issuers as well as leading issuers in 14 other states. Lois’s national reputation has been formally honored on numerous occasions, including earning “Deal of the Year” recognition by two leading financial and government journals in 1997, and again in both 2005 and 2006. Lois is a co-founder of the Women in Public Finance Conference that annually brings together hundreds of professionals in the public finance field. She and the other founders of WPFC launched the “Founders’ Awards” in 2007, recognizing outstanding women in the industry. Lois is also actively involved in community organizations, having served as a Board or committee member for National Louis University, Leadership Greater Chicago, the White House Fellows Association, Illinois Facilities Fund and North Avenue Day Nursery, among others. Lois earned her BS and MBA with honors from Cornell University where she was accepted in the joint registrant program at age 19. She was awarded the Ives Award, Cornell’s highest award for academic excellence given to one student in each graduating class. Lois has lived on the north side of Chicago for the past 25 years with her husband and daughter. She was raised in rural, upstate New York where she and her family were deeply involved in improving the health and welfare of the economically challenged area and where she gained a lifelong passion for public policy.Dean BaliceCo-founder and Senior Managing DirectorDean Balice leads Scott Balice’s private sector practice. In that role, he has advised companies both large and small on optimizing their financial and capital structure. Representative assignments include; raising venture capital for new companies; refinancing debt of existing companies; leveraging selected assets to enhance corporate liquidity; and providing detailed analysis of corporate finance strategies to facilitate public policy. From financial structures to financial goals, Dean has also connected governments with corporations in their communities to advance economic interests and public policy initiatives. Dean has over 30 years of finance experience, with 25 years in commercial banking, half of which he was the head of National Banking Group for the French-based Crédit Agricole. There, he managed corporate business for the U.S. head office based in Chicago, with branches in other cities, overseeing a staff of 50 professionals. He was a member of the U.S. Executive Committee, U.S. Credit Committee, Asset and Liability Management Committee, and Pension and Benefits Committee. Prior to his tenure with Crédit Agricole, he worked for Société Générale and several other financial organizations in Chicago, New York, Dallas and Cleveland. As a member of the Economic Club of Chicago, the Chicago Club and the University Club of Chicago, Dean served on membership, literature and arts committees. He has served as a Governing Member of the Lincoln Park Zoological Society, and on the boards of the Museum of Broadcast Communications and Hubbard Street Dance Chicago. Dean earned a MA in International Affairs, magna cum laude, from the Graduate School of International Affairs at Ohio University, where he received a full academic scholarship and graduate assistantship. He earned a BA in philosophy and political economy at Marietta College. A native of Ohio, he is a long-time resident of Chicago’s Lincoln Park neighborhood.Phoebe SeldenSenior Vice PresidentPhoebe Selden is an integral member of Scott Balices’ Public Sector team, with a particular passion for transportation, environmental and P3 projects. She has experience in developing innovative structures, working with rating agencies, and investor strategy development. Some of her past clients include the Illinois Sports Facilities Authority, Chicago Transit Authority, and the Cities of Chicago and Detroit. She had served as Comptroller of the City of Chicago, where she worked for 13 years. She also negotiated and analyzed structures at O’Hare and Midway Airports. Prior to joining Scott Balice in 2003, Phoebe launched the Chicago office of Moody’s Investor Service, providing her with exposure to the ratings process for a wide variety of municipal bonds. This experience gives her a first hand understanding of how the ratings process works. Phoebe serves as an advisor to the Government Finance Officers Association Committee on Accounting, Auditing and Financial Reporting. She is an active member of Airports Council International over the last decade. She also serves as a member of the Metropolitan Planning Council’s Transportation Committee. She is a Certified Public Accountant and holds a BS in Accounting from DePaul University.Debbie SchnebelSenior Vice PresidentDebbie Schnebel heads the SBS Anchorage office. She brings Scott Balice a wealth of experience as both a public finance banker and securities attorney with a total of over 25 years in the lending/structured finance practice arena. Debbie has represented lenders and borrowers in a variety of commercial financing transactions, including bond financings, secured and unsecured credit facilities, acquisition financings, workouts and restructurings. Her practice has also included the representation of clients in project financings, structured financings, documentation of swap and other derivative transactions and private placements and Rule 144A offerings.Marty LubySenior Vice PresidentMarty Luby directs Scott Balice’s public policy and quantitative efforts, taking a lead role in working through the implications of financial structures on the policy interests of our clients. That unique combination of policy analysis with rigorous quantitative analysis facilitates data-driven decisions by government and corporate leaders. Marty’s primary focus at SBS is on financial strategy assignments including modeling and structuring capital finance programs, pricing bond and derivative transactions, authoring debt and swap policies, and addressing the public policy implications of emerging finance techniques and P3 transactions. A true scholar in the public finance field, Marty has written extensively and been published in academic and business publications on topics ranging from negotiated to competitive bond pricing, privatization strategy, pension and OPEB funding. Prior to joining Scott Balice Strategies, Marty was with Bear Stearns and Chapman and Cutler. At Bear Stearns, Marty structured over $1 billion in financings for several Midwestern issuers including the Illinois Student Assistance Commission, the State of Illinois and the City of Chicago. Marty provided post-issuance tax compliance services for over 100 governmental clients at Chapman and Cutler specializing in arbitrage rebate calculations. Marty earned a Master of Public Affairs and Politics degree from Rutgers University’s Bloustein School of Public Policy graduating #1 in his class and was awarded the Public Policy Student Academic Achievement Award granted annually to one graduate public policy student. During his time at Rutgers, Marty was a Martin Fellow at Rutgers University’s Eagleton Institute of Politics where he studied and researched the practice of politics and public affairs. He holds a Bachelor of Science in Finance from DePaul University. Currently, Marty is a public policy doctoral student at Indiana University’s School of Public and Environmental Affairs concentrating in public finance and public policy analysis. His current research includes state and local government tax policy and municipal finance. Marty is a long-time resident of the City of Chicago presently residing in the Ravenswood neighborhood.Julia HarrisSenior Vice PresidentJulia Harris has been involved in public finance for 14 years and worked in over $2 billion of municipal, higher education and health care financings. She was part of the Mayor Richard M Daley’s staff for the City of Chicago and joined Bank One and later Goldman Sachs, to be part of the public finance industry. She has experience in derivative structures, departmental reorganizations, and investment banking services. Julia helped start the Chicago Moody’s Investors Service Office where she specialized in Higher Education, Health Care, and General Obligation Bond Ratings. She has also worked with many health care institutions such as the Children’s Memorial Hospital, Rush Presbyterian Hospital, and Resurrection Health Care Systems. Julia graduated Phi Beta Kappa and magna cum laude from the University of Illinois Champaign, earned a Master in International Relations from the London School of Economics and a Master in Public Policy from the Kennedy School at Harvard University.Kevin HoeckerVice PresidentKevin Hoecker is the lead contact for Scott Balice’s Swap Advisory Services and day-to-day lead for many SBS accounts. He has Wall Street level experience analyzing and structuring bond and derivative transactions, developing financial models, executing bond and derivative transactions, and conducting product research. Kevin developed many of Scott Balice’s derivative valuation models to match pricing on any swap transaction executed in the market. He previously worked for JP Morgan Investment Bank and the Chicago office of ABN AMRO Financial Services. Kevin has worked with a wide range of clients including, City of Chicago, City of Detroit, Alaska Railroad Corporation, Illinois State Toll Highway Authority, State of Illinois, State of Alaska, State of Tennessee, City of Evanston, Chicago Park District and University of Illinois, among others. Kevin graduated from DePaul University, magna cum laude, with a BA in Finance and has performed graduate studies in Economics at the University of Chicago. He enjoys the challenge of finance and solving issuer’s problems.Claire GoodmanVice PresidentClaire Goodman brings Scott Balice extensive experience in both economics and public policy. While completing her Master’s degree in Economics at the University of Georgia, she taught numerous classes including game theory, microeconomics and econometrics. Claire was also employed as a Research Assistant at the Terry College of Business where she completed numerous papers on various topics including game theory, risk management, and anti-trust. Prior to Scott Balice, she worked as an Account Executive for a Chicago public affairs firm where she secured the financial future and strengthened the organizational structure of numerous non profit organizations. Claire recently joined the Scott Balice team and enjoys the consistently challenging, interesting, and ever-changing line of work. Claire was awarded a full merit based scholarship to complete her MA in Economics at the University of Georgia. She completed her BA in Economics with high honors from the University of Lethbridge in Canada where she was awarded the Bernard J. Ebel scholarship for outstanding academic achievement in the field of economics. While pursuing her undergraduate degree, Claire co-founded the Economics Club, a coalition of over 30 students interested in economic theory. She is currently studying for the first level of the Chartered Financial Analyst certification. A native of Lethbridge, Alberta Canada, she lives in the Lakeview area.Carol HowarthVice PresidentCarol Howarth brings 15 years of manufacturing and service sector experience in the U.S. and Europe, and recently completed 5 years teaching undergraduate and graduate finance at the University of Alaska – Anchorage. Her expertise includes improving operational and financial performance, and financial and operational analysis and forecasting. She works with clients to link key operating drivers with financial measures that appropriately measure risk and performance. Carol’s key strength is the ability to lead the discovery of solutions that meld financial and strategic objectives with the day-to-day activities of a line organization. Throughout her career, Carol has worked in the fields of consumer products, industrial electronics, financial services, life sciences, paper & packaging, wholesale distribution, Internet and on-line information. Recently, she has focused on financial and operating challenges faced by Alaska Native Corporations, preparing a financial brief designed to highlight fundamental issues of investment performance for Alaska Native Corporations, including discussions of key analytic tools and metrics used by other corporations. She is also participating in a “green” financing initiative examining the financial tools used by utility sector and municipal entities that they service to assess ways in which traditional power plant financing can be either facilitated or hampered. Carol earned her MBA from the University of Chicago and her BA from Whitman College. She and her husband and daughter live in Anchorage, Alaska.Karen SalmonVice PresidentKaren Salmon specializes in real estate valuation and analysis, with an emphasis on single-family, condominium, rental housing and mixed-use projects. With many years of public service and an additional 8 years of experience as a developer in the Midwest, Karen brings to Scott Balice a strong understanding of the region’s real estate markets, highest and best land use analysis, market feasibility, financial feasibility and an in-depth understanding of the development process including pre-development, design, construction and property management. Prior to joining Scott Balice, Karen was Chief Operating Officer/CFO of Prairie Crossing, where she oversaw more than $100 million in single-family development and $25 million in mixed-use development at the nationally acclaimed “conservation community.” She has also worked in development for Hyatt and led Mayor Daley’s $50 million welfare-to-work program, engaging private corporations and community groups to design and implement a comprehensive workforce development system. Karen received her MBA from Harvard University and her BA from Yale University. She and her family live on the north side of Chicago where she is extensively involved in regional and education issues.Jill Mason TerzakisVice PresidentJill Mason Terzakis has over 17 years of experience in public finance, with a focus on structured finance and community development. During her career, she has worked as a as a buy side analyst, sell side analyst, senior government official and policy analyst At Scott Balice, Jill conducts strategic and transactional analysis for our general government, transportation and higher education clients nationwide. Jill began her career in the Research Department of John Nuveen and Co. At Nuveen, Jill conducted both buy side and sell side analysis. As a Bond Analyst, she frequently spoke at national conferences and published research reports on numerous municipal finance topics such as housing finance, tax-law, credit quality, call risk, financial management and issuer disclosure practices. Jill also served as Assistant Commissioner of Special Finance for the Chicago Department of Housing where she was responsible for the structured finance related operations of the tax credit, tax-exempt bond and tax increment financing programs. She also participated in Chicago's pioneering initiatives such as Anti-Predatory Lending Campaign and the Historic Chicago Bungalow Initiative. Recently, Jill served as the Senior Policy Advisor to the President of the Civic Federation of Chicago. During the course of her career, she has served on the Chicago Municipal Analyst Society's Board of Directors and chaired the NFMA state agency housing disclosure task force. Jill is also an instructor in the Economics Department at Lake Forest College, teaching courses in risk management and finance. Jill’s unique background working as a bond analyst for an investment firm, a budget analyst for a watchdog organization and as a government financial officer, enables her to advise clients, not only on individual transactions but on strategic financial management and long-term financial planning. Jill holds an MBA with a concentration in Real Estate Finance from DePaul University and a BA in English Literature with a concentration in Secondary Education from Lake Forest College. With roots in both California and Rhode Island, Jill was primarily raised in Illinois.Brian LePenskeSenior AssociateBrian brings 7 years of experience in the public finance industry to Scott Balice Strategies. He specializes in performing detailed financial analysis and creating quantitative debt and valuation models in support of bond and derivative market transactions as well as privatization valuation. He is particularly noted for his valuation work on state lottery systems, developing valuation analysis for 6 systems around the nation, and toll road assets including the Illinois Tollway and new initiatives in Tennessee and Colorado. Brian graduated from the University of Wisconsin-Madison with a BA in both Finance, Investment and Banking and Risk Management and Insurance.Elizabeth ChevalierResearch AnalystBeth assists Scott Balice Strategies with qualitative, quantitative and economic research. She specializes in compiling and analyzing comparative research data, benchmarking government finance programs nationwide. Along with special projects, Elizabeth conducts ongoing economic research in several areas, including the Chicago metropolitan area and the Detroit metropolitan area. She also tracks emerging trends in a variety of public finance sectors, including aviation, public transportation and privatization in the United States and internationally. Beth earned her BA in economics and international relations from Lake Forest College and studied international business at the Center for Cross-Cultural Study in Seville, Spain
